SC 189 - Direct PR - Independent PR is highly competitive
 
You may know that SC 189 is a direct PR (Independent PR) NOT relying upon the state/territory nomination. So, getting an invitation is highly competitive, i.e. you need to have the highest skill select point score.
 
Given the competitiveness of SC 189, it is a good idea to explore the other state/territory-sponsored visa options (SC 190 and SC 491) 
 
Frequency of SKILL SELECT Invitation rounds:  
 
Invitation rounds will be run periodically during the program year for:
  • Skilled Independent visa (subclass 189)
  • Skilled Work Regional (Provisional) visa (subclass 491) – Family Sponsored.
In each round, invitation numbers may vary depending on the number of onhand applications.
State or territory government nominations for skilled visas will not be affected by the departmental invitation rounds.
We cannot guarantee that there will be a regular invitation round around a particular time. It varies based on the demand for skilled workers in Australia.
Last year, there were only two invitation rounds, but this year, they already had two invitation rounds, and we expect to have one more invitation round this year.
Occupation ceilings
An 'occupation ceiling' means there may be an upper limit on how many Expressions of Interest (EOI) with a specific occupation we can invite from an occupation group. This ensures that the skilled migration program meets the priorities set by the Australian government, remains balanced, and continues to invite a diverse range of skilled occupations.
For example, if the department decides to conduct an invitation round, it will start with a total number of skilled workers to be invited. Then they will decide what category of occupations they want to invite eg., ICT Occupations, Nursing Occupations, Construction Occupations, Teaching occupation etc. The highest ranked EOI, by points score, will be invited to apply for their visa before an EOI with a lower points score. 
 
Eg., 
  • If they decide to invite 5000 skilled migrants under SC 189, they equally divide this to the occupations chosen for the invitations, Eg 1000 ICT Occupations, 1000 Construction occupations, 1000 Teaching occupations etc.,
  • Then they will start the one with the highest skill select points in each occupation category till they invite 1000 Nos. 
Invitation process
The highest ranked EOI, by points score, will be invited to apply for their visa before an EOI with a lower points score. The date of submission of EOI does not matter unless a tie break  that is explained in the next paragraph.
For EOIs with equal points scores, they will determine the time and date at which the EOI reached its score for that subclass. They call this a ‘tie break’ or the ‘date of effect’. The EOI with an earlier date of effect will be invited before EOIs with a later date of effect.
